Solidarity is discussing with 59 foreign organizations to reconcile their situation in Egypt

Cairo – Mubasher: Minister of Social Solidarity, Nevin Al-Kabbaj, held a meeting today, Thursday, with representatives of 59 foreign organizations in Egypt, some of whom participated through video conference technology, in the presence of Ambassador Mai Khalil, Deputy Assistant Minister of Foreign Affairs for Non-Governmental Organizations Affairs, under the title “Prospects New for a partnership. ”

The meeting witnessed a discussion of reconciling the conditions of foreign organizations operating in Egypt according to the executive regulations of the Law on the Practice of Private Work No. 149 of 2019, according to the Middle East News Agency.

The meeting also witnessed the definition of steps to reconcile the situation through the online platform of civil society institutions, which is scheduled to be launched by the Ministry of Social Solidarity before the end of this month.

The Minister of Social Solidarity said that the Ministry of Social Solidarity held two meetings prior to this meeting, where a meeting was held with international bodies to list the advantages of the executive regulations for the Law on the Practice of Civil Work No. 149 of 2019, followed by a meeting with the civil society and local organizations, noting that the start towards the governorates And we started developing capabilities to register organizations.

She added that the ministry expects that the law and its executive regulations will be a new start, promising to continue the cycle of communication and dialogue with associations and organizations, whether local or foreign operating in Egypt, stressing that the website will soon be launched for all civil society operations in the coming period, where the beginning will be by registration, then gathering Money and donations.

She explained that the ministry aims to expedite procedures and facilitate all steps for associations and organizations, especially that there is no possibility to obstruct the work of organizations, and there is a clear understanding of the role of civil society, whether local or international, noting that we are in an ongoing series of capacity development, as will be the Academy of Associations. The civil society that we seek to launch has a role in preparing cadres and developing capabilities.

In turn, Ambassador Mai Khalil, Deputy Assistant Minister of Foreign Affairs for Non-Governmental Organizations Affairs, said that the Law of Civil Work Practice No. 149 of 2019 and its executive regulations were issued after a community dialogue with the participation of all concerned partners, following the directives of President Abdel Fattah El-Sisi, noting that the new law avoids Many negatives and problems were in the previous law.

Khalil added that the website will facilitate the task of registering and reconciling the conditions of foreign organizations operating in Egypt, noting that there is a new spirit, and the aim is to facilitate the work of civil work organizations in Egypt.

Ayman Abdel Mawgoud, Assistant Minister of Solidarity for Civil Society Institutions Affairs, said that the reconciliation process is a regulatory process that takes place through foreign non-governmental organizations operating in Egypt to submit some documents related to their work in Egypt, as stipulated in the articles of the new law and its regulations. Executive, in order to comply with the new legislative cover regulating its work inside the country.

Abdel Mawgoud added that there are a number of procedures related to the reconciliation process, including a circular published to all foreign non-governmental organizations, and the submission of a “paper / electronic” reconciliation request to the central administration of associations and federations, accompanied by the documents related to regularization of conditions stipulated in the executive regulations.

He stated that the submitted applications are studied and the attachments reviewed by the competent department, and a new permit is issued for the organization in accordance with the provisions of Law 149 of 2019 and its executive regulations.

With regard to the documents required to regularize the situation, the Assistant Minister of Solidarity for Civil Society Institutions Affairs explained that basic data about the parent organization, as well as data for the organization’s branch in Egypt, are presented, in addition to basic data for workers.

He stressed that the reconciliation of foreign non-governmental organizations is free of charge, as Law 149 or its executive regulations do not provide for the payment of a fee in exchange for regularization of conditions.

He pointed out that the conditions of foreign non-governmental organizations will be reconciled by issuing a new permit for them, in accordance with the provisions of Law 149 of 2019 and its implementing regulations and on the form prepared for this, for a period of three years from the date of issuance of the permit, without paying the fee stipulated in Article 67 of the Law.

The meeting also witnessed a review of all points related to the Law on the Practice of Private Work No. 149 of 2019 and the nature of the work of foreign organizations in accordance with the executive regulations of the new law.
