The official in the National Initiative Movement, Ayed Yaghi, said that Cairo officially issued invitations to the Palestinian factions to complete the national dialogue next week, stressing that they had received an invitation to complete the national dialogue on the 16th and 17th of this month.
The factions are supposed to head to Cairo on the 15th of this month.
Eighteen Palestinian factions went to Cairo on February 8th and agreed on “legislative” elections, provided that they agree on elections for the National Council of the PLO in the awaited talks in the middle of this month.
“Hamas” insists on the understanding about the elections for the National Council before reaching the elections for the Legislative Council. The upcoming dialogues in Cairo will gain importance for the Islamic Jihad movement, which has decided its position by boycotting the legislative elections, but not the national one.
The Palestinians are supposed to hold the Legislative Council elections, according to the decree of President Mahmoud Abbas on May 22nd, provided that the “presidential” elections will take place on July 31, and the results of the Legislative Council elections are considered the first stage in the formation of the Palestinian National Council, which will be completed. On August 31, according to the Basic Law of the Palestine Liberation Organization and the National Understandings, elections for the National Council will be held wherever possible.
Yesterday, the Central Elections Commission published the details and conditions for running for the Legislative Council elections, and the committee confirmed that the candidacy period for the legislative elections starts on March 20, and for a period of 12 days, ending on Wednesday evening, the 31st of the same month. And she announced that nomination will take place through the electoral lists only, and individual candidacy applications are not accepted, provided that the number of names of candidates in each list is not less than sixteen, and that their number does not exceed one hundred and thirty-two candidates, and that the list includes a minimum for the representation of women according to what was stipulated. The law, meaning one woman among the first three names on the list, and a woman in every four names that follow.
The candidate must be twenty-eight years of age or older, on the day set for polling (born 5-22-1993 or before that date), not be convicted of a felony or misdemeanor violating honor or trust, and be a permanent resident of the Palestinian territories. .
The conditions also included that every candidate from among the categories of ministers and civil and security officials of the State of Palestine resign from his work, and – or those who receive a salary or a monthly allocation from the Authority’s treasury, or public funds affiliated with it or under its supervision, directors, heads and employees of civil organizations, and employees of public institutions. And international bodies, local body councils, chairmen and members of local councils, and elected members and chairmen of councils in other institutions and bodies.
Each list must submit a bank bond to pay the insurance amounts (20 thousand US dollars) into the committee’s account. The list has the right to request the withdrawal of its candidacy no later than Thursday 29-4-2021.
